Establishing Lawful County Assemblies and the Role of the Soil Jurisdiction Sheriff Under the Federation Framework.


In restoring a true Republican Form of Government within these United States, the process always begins with a crucial first step:


Who are they - and - Why are they?


A lawful and peaceful American individual stepping forward to serve as the propoerly elected, interim, merely interested (on the rocerd) Soil Jurisdiction Sheriff.
 
This role is not simply about the concept of lawful peacekeeping a tthe county level Law Enforcement as commonly perceived or understood, but about genuine peacekeeping—providing an aire of lawful guardian oversight and a stabilizing presence who can and does perform honorably as the County Organizer helping to establish a lawful Soil Jurisdiction nation state Assembly within their county boundaries.

The Soil Jurisdiction Sheriff (County Reeve) serves The Lawful Inhabitant through upholding Land Law directly, maintaining measurable peace efforts and daily order in a manner consistent with Public Law and the original land-based jurisdiction that predates the modern statutory regime.
 
As Anna von Reitz explains, “the actual County Sheriff is a Peacekeeping Official (official role) and not an Appointed Law Enforcement Officer.”
 
This official Peacekeeping role is foundational for lawful governance and acts as the first line of peaceful authority in emergent counties. Until such time as the office is properly elected, as with all other local self-governing officials, this role must remain under the provisional assistance of the Federation’s Peacekeeping Task Force until such time as the State of the Union is fully Standing. Only then is a nation state (County Assembly) properly authorized and empowered to act fully within its jurisdictional boundaries. The Federation, through the Peacekeeping Task Force, provides vital assistance, general guidance, and support during these formative stages. Furthermore, local outreach efforts spearheaded by active Committees at both national and international levels are essential to this development.
 
The Peacekeeping Task Force’s obligation is to speak with each Outreach Committee Chair through their PKTF-Assembly Liaison—or, when no Liaison yet exists, directly through the Task Force’s Executive Staff Directorate. This vital communication linkage fosters an environment where Assembly programs may grow, offering recommendations that enhance local outreach strategies.
 
These efforts enable the Federation’s Peacekeeping Task Force to effectively interface with international and intercontinental Law Enforcement and other key Emergency Services on behalf of these emerging Assemblies. This cooperation is extremely vital not only to maintain peace but to meet the Peacekeeping Task Force’s core missions of EvaluationEducation, and Coordination.
 
Observations made through 2025, as well as through previous years of Assemblies in General Session indicate a significant shortfall in Soil Jurisdiction nation states peacekeeping presence (namely County Assembly Sheriffs) participating in the formation process. This shortfall likely explains why more State of the Union Assemblies have yet to reach full Standing, contributing to an overall stunted, less-than-organic growth.
 
The Peacekeeping Task Force must continue to be welcomed and afforded unfettered access to engage with all levels of de jure peacekeeping across the States and lawfully encourage Soil Jurisdiction Sheriffs to begin their local outreach and leadership efforts.  These Sheriffs are expected to form their nation state assemblies by convening in general session—at least two or more inhabitants gathered in lawful Assembly on the Land and Soil who are status-corrected and dedicated to the Federation blueprint.
 
The essence of this framework exists within the dual growth of form and substance:
 
The State of the Union’s Land Jurisdiction Assembly (form) and the nation state Assemblies operating on Soil Jurisdiction (substance) must advance simultaneously and harmoniously. Without this, the State of the Union risks stalling in development, lacking the genuine Sovereignty that flows from nation state Assemblies in development to become fully seated and active within the Federation of States.
 
As highlighted in Federation teachings, “the two things, Land and Soil, are inseparable ... The only actual perpetual union that does exist and must exist is the Union between the Land and the Soil."
 
Without honoring both, the trajectory and efforts of Assembly development become fragmented and ineffective.
 
Furthermore, the Soil Jurisdiction Sheriff’s early role as a peacekeeper lends lawful legitimacy to the County Assembly. It assures that peace and order are preserved while the Assembly furthers its work in building self-governance.
 
The Peacekeeping Task Force serves as a vital link in this chain, peacefully bridging grassroots Assembly-level efforts with international Law Enforcement and Emergency Services through their State of the Union to ensure genuine cooperation.
 
Ultimately, the Peacekeeping Task Force operates as both shepherd and advocate—facilitating reliable communication, offering tested and approved expertise, and promoting a confirmed health and wellness climate where lawful Assembly growth flourishes.
 
The goal is for each nation state within its County to achieve Standing and Sovereignty respected locally, at the State of the Union level, and internationally through their State of the Union Standing and Seatment.
 
When a County Assembly is in General Session, meeting lawfully on the Land and Soil, and operating according to the Federation blueprint, true progress unfolds. This is when the true republican form of government spirit takes root, with both Land and Soil Jurisdiction working in unison to form a sturdy foundation for our nation.
 
This harmonious, inseparable, and jurisdictional recognition reflects the crucial connection between peacekeeping, lawful Assembly formation, and the Federation’s comprehensive vision for a restored American Republican Form of Government through the Peacekeeping Task Force’s indispensable role. It is this cooperative spirit and proactive engagement by the Federation's Task Force that will help ensure the successful and lawful establishment of County Assemblies now and into the future.

The Continental Marshals Service (CMS) Website


Continental Marshals Service Site Retired — Notice to Peacekeepers and Partners


It came to our attention yesterday that the current website for the Continental Marshals Service website, formerly at continentalmarshals.us, is either under construction, URL relocation, or has been retired to be replaced by a whole new site presence and layout.






For anyone who’s tried to access the site lately, there’s simply nothing there—no landing page, no error messages, no indication of temporary maintenance.

The domain has quietly passed into dormancy, closing off access to the scheduling and vetting resources that have been central to its function.


Here’s what we’re doing about it:

• Formal notification is being prepped for the Senior Chief of the Continental Marshals Service.

• Readers, viewers, and account holders from the site should receive follow-up information regarding all reasonable causes behind the outage, including domain expiration, transitions in management, or intentional site retirement.


No stone will be left unturned when systems affecting the Assemblies go down or are otherwise hampered.


For American trades and service organizations such as the Continental Marshals Service and others following our work at the Peacekeeping Task Force:


This is more than procedural housekeeping—it’s our commitment in action. Awareness is the first defense against disruption.

Our objective remains clear:

Help American State Assemblies and their peacekeepers become recognized by de facto Law Enforcement entities of Assembly presence, as well the existence of their own service providers, and to remain informed and equipped with useful information and service infrastructure, come what may.


What the site actually did:

• Scheduled vetting interviews

• Conducted background checks

• Organized meetings for State Coordinators, Vetting Chairs, State Treasurers, and IT personnel


Its absence means other channels must temporarily fill the gap until new systems can preserve regular operations.


The Peacekeeping Task Force is making plans to help expedite website update information by inviting our Continental Marshals Service Chieftan to the PeaceBridgeNetwork - if most are not yet there already.


A word on the Marshals Service—and what’s said by the Federation Fiduciary Office and the Military Affairs Liaison Office:


Their responsibility is immense:

international land jurisdiction authority, standing as peacekeepers unmatched in American history.

Times like these highlight just how critical their infrastructure is.

Whenever supporting systems falter, restoring or reinventing those resources becomes the urgent priority.

This setback is only temporary.
Just as doors close, new ones open—with improved functionality, heightened security, and features tailored to current needs.Optimistically, expect not just restoration, but renewal.

A new portal may soon debut, equipped with brand new tools and service information tailored for the work at hand.

Restoring Constitutional Order

Welcoming Sheriff Mack's Alignment with PKTF

In the landscape of American governance, few offices hold the original promise and responsibility of true local authority and direct accountability to the people like that of the County Sheriff.

The efforts of Sheriff Richard Mack, especially highlighted in the Supreme Court victory of Mack and Prinz v. USA, Inc., set a national precedent: the County Sheriff, as a constitutional officer, retains the right to exercise lawful discretion and discernment according to the 1787 foundation of The United States Constitution, not the mandates of agencies or corporations that would seek to overrule the rights of the people.

Sheriff Mack has long exemplified this charge, and has garnered respect across all stripes of the cause for American Common Law for keeping the focus where it belongs—on lasting peace, the living people, and lawful order.

From the earliest days of the American Republican Form of Government, State of the Union Assemblies and their respective Union State Assemblies at the local Soil Jurisdiction level have been the wellspring of legitimate self-governance. As American Common Law efforts advance across the Land and Soil Jurisdictions, purely American, unincorporated organizations like the Peacekeeping Task Force persist in their outreach—diligently helping  to build bridges between experienced Law Enforcement and the newly-restored people's lawful peacekeeping bodies.

The Peacekeeping Task Force (PKTF) for The United States of America (Unincorporated) is pleased to announce a scheduled meeting this coming Monday with Sheriff Richard Mack and the PKTF Directorate.

This meeting marks a pivotal moment in the restoration of American Common Law and the building of a nation of free Americans living on the Land and Soil.

Earlier today, Boyd John Adams, Executive Secretary of the PKTF, held a phone conversation with Sheriff Mack to discuss these historic steps forward. Sheriff Mack, nationally known as a champion of constitutional sheriffs and defender of the people’s freedoms, has shown genuine interest in aligning efforts with the Peacekeeping Task Force.

Together, we will help move forward in establishing lawful governance that upholds the foundations of the 1787 United States Constitution, God’s Law, American Common Law, Public Law, and the sovereign rights of the people above all corporate or unlawful systems.

- “This is more than just a meeting — it’s the beginning of a new chapter in American freedom,” said Boyd John Adams, Executive Secretary of the PKTF.

The Federation’s Perspective and Future Path

It is no exaggeration to say that the restoration of American Common Law and the genuine, lawful standing of the people begins at the County and State Assembly level.

The Peacekeeping Task Force exists precisely to nurture the development of these assemblies, emboldening their lawful and peaceful duties, and providing avenues for benevolent interfacing with current and formally recognized Law Enforcement—all without eroding the critical distinctions that maintain accountability and honor in each domain.


The upcoming meeting with Sheriff Mack underlines the importance of steadfast clarity:

For every Assembly and Peacekeeping Organization, prioritizing lawful standing and operational readiness as part of a living, breathing "State of the Union" is essential. At the same time, each Union State must methodically advance toward functioning alongside its Law Enforcement counterparts, collaborating to enhance discernment and wise exercise of authority when engaging the public.

Both constitutional citizens and all Americans—regardless of, but not excluding the importance of formal political status—are owed protections from misuse, as well as the guarantees and protections of the original Constitution, a fact that cannot be ignored in any true return to self-governance.

Therefore, the Peacekeeping Task Force, by design and Federation mandate, stands ready to help guide, encourage, and model this cooperative framework—bracing itself for the honorable labor of bridging not just the gaps between offices and jurisdictions, but the trust, understanding, and full comprehension that underpins all legitimate American government. Just a quick update:

Regarding D10 Radio customer procurement and other inventory upgrades:

Our team over at the PeaceBridgeNetwork website is making some positive changes to the site exposure.


We wanted to pop in this weekend to provide our readers with information about any and all site enhancements, changes, upgrades, and any additions being provided to its web presence.


Our site engineers are currently migrating the site to a more centric URL catering to the needs of the PeaceBridgeNetwork in its totality.

What that means is, the PeaceBridgeNetwork is now branching out to areas that cater to a more user-friendly site environment where the procurement of service items and inventory can be obtained, such as Strategy Outreach Items, shirts, hats, coffee mugs, desk office items, service information office cards, office namplates for Liaisons, service organization flags, lapel pins, Common Access Badge credential card service overlays, etc. And, of course, easier access to inventory of our D10 Emergency Radio units.

Restoring the Local Free Press: Reclaiming Lawful Governance and the Republican Form of Government

 

Local Free Press Journalism: The Cornerstone of Honest Governance, Land Rights, and County–State Assembly Cooperation

You’ve probably noticed it: local newspapers are closing down, one after another. Taylorsville lost The Spencer Magnet not long ago, and many counties see their trusted news sources disappearing like dust in the wind. This isn’t just about missing headlines. It’s about losing the eyes and ears that keep governments honest. It’s about losing the connection between the people and the law that’s supposed to serve them.
 
Our local and State Assemblies are supposed to represent Sovereign Americans — the American State Nationals and American State Citizens who live, breathe, and work on this land and soil. But without honest local journalism rooted in these very soils and lawful jurisdictions, governance becomes invisible. Municipal law enforcement can’t even tell if real local government exists in the areas they patrol. They lose sight of who truly lives here — beyond U.S. Citizens tied to federal systems, but the Sovereign Americans, rightful holders of authority in a republican form of government.
 

When the Watchers Disappear, How Can Law Enforcement Know Whom to Serve?

It’s simple: they can’t. Without a local American Free Press reporting honestly and showing where lawful governance operates, sheriffs and officers patrol unaware of the real political landscape. They answer to corporate municipal codes, often unaware that many Sovereign Americans remain uncounted or forgotten — living as native sons and daughters of the land, not as mere subjects of a federal corporation.
 
That’s why we must rebuild a trustworthy working relationship with the elected Municipal sheriff — the de facto Law Enforcement, alongside the de jure guardian protector of our counties which is the County Reeve (Soil Jurisdiction Sheriff). As do both, their duties run deepest to the people on the land, not simply those under federal jurisdiction. To do this, the American people have to step into the light themselves.

We need to tell our stories, report the full truth of all such realities, and bring to attention what matters — not just for us but for our neighbors. This isn’t just reporting; it’s reclaiming the narrative, the rightful authority, and the future.
 

Local and State Assemblies: Two Sides of the Same Coin

Here’s something worth considering — the local County Assembly and the American State Assembly are distinct authorities, but they are tied together in a natural, complementary way. When local communities shine light on the workings of both, a fuller picture emerges, and governance can be better comprehended and supported.
 
Take this small Substack newsletter as an example. It lends its reporting on the existence of both county and state-level governance, showing how local efforts contribute to the bigger whole. Imagine many more communities doing this, producing newsworthy, relevant content about their State Assembly while spotlighting their own County Assembly’s role. It’s a simple, powerful way to ensure no authority operates in the shadows — both bodies seen, respected, and held accountable.

All PKTF - Assembly Liaisons will be provided with professional lapel pins as a standard part of their business attire. These pins are to be worn during public outreach activities, especially when engaging with State of State officials, local law enforcement, and emergency service supervisors.

Identity and Affiliation: The pins help Assembly Liaisons be easily identified as official representatives, lending credibility and authority during public functions, meetings, or field operations.

Liaisons will commonly interact with the following leadership positions:


1) State Law Enforcement: State Police Sergeants, Police Lieutenants, Police Captains, Deputy Chief, Chief of Police, Police Commissioner, Provost. Marshal, United States Marshals Service, United States Postal Inspection Service, State Attorney Generals, National Guard Bureau Regional Commanders, and all other de jure peacekeeping counterparts at the State level -


2) Local Law Enforcement: "County of" Sheriffs, Municipal Police Chief, Police Corporal, Police Sergeant, County Attorney, State Unit Commander, and all de jure peacekeeping counterparts at the County level -


3) Emergency Services: Fire Chief, EMS Supervisor, Emergency Management Director and allocation de jure peacekeeping counterparts on the County, State, and International level -

These service function areas in particular > :

State-level emergency services, for example, directly used during natural or man-made disasters include:


> State Emergency Management Agencies

> State Police and Highway Patrol

> Fire and Rescue Services

> Emergency Medical Services (EMS)

> Public Health Emergency Response Teams

> Hazardous Materials (HazMat) Response Units

> Search and Rescue Teams

> Emergency Communications/Dispatch Centers

> Army National Guard and sovereign State Defense Force Units (before, during, and after activated for disaster response)

> Disaster Response and Recovery Agencies

> Volunteer and Auxiliary Emergency Response Teams (such as Medical Reserve Corps and Community Emergency Response Teams) when needed.

> Public Works and Utility Emergency Crews


These services, just to name a few, coordinate to provide immediate rescue, medical care, public safety, and infrastructure support during emergencies and disasters.


Professional Standards


Liaisons are expected to wear these lapel pins at all official functions and meetings to foster trust, recognition, and effective communication with leadership across state and local agencies. The pins are not merely decorative—they are a visible commitment to professionalism, accountability, and the core values of the PKTF and the American State Assemblies Community Resiliency network campaign efforts.

As Land and Soil Jurisdiction Assemblies prepare to enter Full Assembly Session, the importance of State Coordinators and PKTF-Assembly Liaisons cannot be overstated. The time has come to broaden our focus beyond general member intake and embrace the critical development of State Assembly Militia and Special Purpose Committees.

 
The Peacekeeping Task Force (PKTF) plays a crucial role in guiding American State Assemblies on matters related to lawful border security measures and inter-state cooperation. However, it has come to our attention that some State Coordinators may be hesitant to support these efforts within their State Assembly Militia sub-pillar.
 
It is important to emphasize that any reluctance from State Coordinators to support this initiative without valid cause is a serious delinquency in their role of supporting lawful State and local county Assembly growth. The success of our Assemblies relies heavily on the active participation and support of all members, especially those in leadership positions.
 
For Assemblies nearing Standing status or still in development, appointing an educated PKTF-Assembly Liaison should be a top priority.
 
This role is vital for all stages of Assembly development, facilitating communication and coordination between the PKTF and individual Assemblies. The PKTF-Assembly Liaison serves as a bridge, ensuring that vital information flows smoothly, and that Assemblies are well-equipped to handle the evolving needs of our federation. Several states, including Missouri, are actively participating in lawful, peaceful exercises to enhance regional State Assembly militia Special Purpose Committee capabilities. These exercises are not only beneficial for individual Assemblies but also contribute to the overall strength and resilience of our network.
 
We urge all State Assemblies to seek information on these ongoing developments and engage in proper outreach efforts. It's crucial to recognize that American States are international in nature, and the Peacekeeping Task Force operates within this jurisdictional realm. Maintaining contentious behaviors against lawful and peaceful cooperation efforts from qualified, status-corrected Americans is counterproductive in the broader international context. Instead, we should focus on fostering collaboration and understanding among all parties involved.
 
If any State Coordinator is currently experiencing communication gaps within their Assembly - be it with Assembly members, coordinators, or individuals seeking viable means of cooperation and state assembly involvement - we strongly encourage them to come to the table and begin broaching these subjects of conversation. The same applies to issues related to Federation of States peacekeeping services in the international jurisdiction space or areas where de facto subcontractors are causing significant lack in Assembly progress. Shrinking from these opportunities for discussion only hinders our collective progress.
 
The Peacekeeping Task Force is structured to create a cyclical approach towards Evaluation, Education, and Coordination of all peoples involved across available meeting spaces. This includes, albeit in a limited fashion, State Coordination cooperation. By engaging in open dialogue and addressing concerns head-on, we can work together to overcome obstacles and strengthen our Assemblies. To all those who are actively involved in their State Assembly restoration progress, we extend our heartfelt gratitude. Your dedication and hard work are the driving force behind our movement. For those still considering assembly participation but may be experiencing issues or contention about joining their State General Assembly, we encourage you to reach out and voice your concerns. A Story of Dedication, Sovereignty, and Voluntary Service


We truly do rely solely on donations at this time 


The Peacekeeping Task Force (PKTF), a unique creation of the Federation, has been steadily building its reputation and operations since its revival in 2022. And PKTF has operated entirely on bread and black coffee affordability ever since. In fact, we did not even start accepting donations until May, 2024. ...first time ever with opening up for accepting donations.
 
Unlike many worldwide peacekeeping organizations that receive funding from their parent entities or member states, PKTF operates without financial support from the Federation. This distinction is crucial to understand, as some assume that a chartered organization automatically receives funding from its chartering body. This is not always the case contrary to novice comprehensions on the topic of "service charter selections."
 
In PKTF’s case, this has never been true, and its progress has been driven entirely by the dedication of its directors, volunteers, and supporters.

For those interested in learning more about PKTF, it is remarkably simple to do so. A quick online search for "The Peacekeeping Task Force" will lead to information about its mission, activities, and updates. This accessibility reflects PKTF’s commitment to transparency and outreach as it continues to serve State Assemblies and individual supporters alike. Even more simple is it to access commentary sections leaving open the ability for people who have questions to do so by sharing their comments across the various networking platforms our team utilizes. We do read and reply to all questions and comments eventually.

Since its restart, PKTF has relied on the selfless contributions of its four directors, who have pooled their time, skills, and resources to create a service that assists State Assemblies in preparing their militias for success through Federation validation. The team has also raised nearly $1,767 through donations from generous individuals and State Assemblies since May 2024. These funds have supported training programs for American State Nationals interested in becoming PKTF - Assembly Liaisons, as well as management of both websites, and has helped ensure the success of State Border Defense operations for State Assemblies nearing Seatment tailored to each Assembly’s unique needs in that regard.

All of this, and much more absolutely free! We could provide these services so much more smoothly and efficiently with operational funding, but, somehow we are able to achieve quite a lot with very little - at least for the time being. HalleluYaH for that and for the opportunity!
 
PKTF’s story is one of resilience and dedication. Initially suspended due to a lack of leadership after its first iteration, the organization was revived for the second, and current iteration by the equally as current Executive Director in 2023. This leader’s vision and commitment inspired others to join the cause, creating a team united by their belief in sovereignty and self-governance—the foundational principles of the American Dream.

With all due respect, if anyone has made blanket statements or claims as if what they claim are facts to the contrary, we are here to assure everyone that those claims hold no merit.

Among them have to do with the activities of their PKTF - Assembly Liaisons.
