Guardians of the County: The Central Role of the Soil Jurisdiction Sheriff and PKTF-Assembly Liaisons in Assembly-Led Disaster Response

Why Every State Needs Recognized Points of Contact for Effective Peacekeeping Task Force Service, Continental Marshals Process Serving, and Public Accountability

Introduction

Every disaster—whether wildfire, hurricane, flood, or industrial accident—unfolds within a county, making the Soil Jurisdiction Sheriff (County Reeve) the indispensable authority at the heart of every lawful response, investigation, and enforcement action.

However, the effectiveness of the Peacekeeping Task Force (PKTF)—operating as a service arm of the Federation of States—depends critically on the presence of PKTF-Assembly Liaisons at both state and local levels, as well as other vital roles such as the Marshal-at-Arms and the Assembly Militia Commander.
