Comprehensive Outline for PKTF - Assembly Liaison Service and Annual Training


I. Overview of the PKTF - Assembly Liaison Role


A. Nature of the Role


Perpetual, yearly service role provided at the State level through The Peacekeeping Task Force (PKTF) under the Federation of States.


Does not sunset, unlike the State Coordination role, which ends when a State Assembly qualifies to rejoin the State of The Union.


Acts as a bridge between State Assemblies, law enforcement, and peacekeeping entities to ensure lawful, peaceful operations and effective communication.


B. Primary Purpose


Facilitate communication between Sovereign Peacekeepers and local law enforcement.


Assist in developing peaceful and resilient State Assembly Militia structures.


Represent Federation-level information to State Assemblies and vice versa.


II. Key Responsibilities


A. Communication and Coordination


Relay Federation-level information to State Assemblies and vice versa.


Facilitate collaboration between Sovereign Peacekeepers and law enforcement counterparts.


Provide updates on training materials, operational guidelines, and validated service publications.


B. Operational Integration


Work with State Marshals-at-Arms to implement operational publications approved by General Assemblies.


Coordinate disaster response efforts across state borders.


Build professional networks with law enforcement, emergency services, and neighboring State Assembly liaisons.


C. Validation and Advocacy


Confirm receipt of service publications validated by General Assembly Standing Committees responsible for adopting all State Defense Force services derived from Assembly Militia Pillars.


Advocate for proper jurisdictional recognition and peaceful service success.


Educate law enforcement agencies about the unique jurisdictional roles of Sovereign Peacekeepers to prevent conflicts or misunderstandings.


III. Assembly Militia Validation Process


A. Role in Validation


Liaisons do not make final determinations regarding whether their State Assembly Militia is cleared for service validation.


The PKTF Directorate Staff evaluates militia readiness for full Standing status based on structure, compliance, and operational effectiveness.


B. Receipt and Confirmation


Liaisons confirm receipt of validated service publications from their General Assembly Standing Committees.


Publications serve as operational guides for militia activities, including disaster response and defense services.


C. Networking Responsibilities


Build relationships with law enforcement agencies whose jurisdictions run parallel with Sovereign Peacekeepers maintaining Superior Concurrent General Jurisdiction.


Foster trust and collaboration between Sovereign Peacekeepers and local authorities to address overlapping responsibilities effectively.


IV. Annual Training Program


A. Training Structure


Training is conducted in two series:

Series 1: March through June


Series 2: September through November


Sessions begin bi-weekly, transitioning to weekly midway through six-week iterations.


Initial training (Day Zero) focuses on onboarding new participants with foundational knowledge.


B. Key Training Topics


Historical context of service organizations and public law.


Committee collaboration for PKTF - Assembly Liaisons:

V. Enrollment Process


A. Eligibility Requirements


Must be a status-corrected American State National or American State Citizen.


Cannot hold other elected positions within their State Assembly.


Completion of an Enrollment Form followed by vetting by PKTF.

Opportunity to form teams of two to three Liaisons within each State Assembly for enhanced collaboration.


Teams work together on advocacy efforts, training participation, and operational planning.


VI. Interview Process


A. Initial Interview ("Ice Breaker")


Questions focus on assembly involvement, time availability, familiarity with PKTF resources, and interest in the role.


B. Follow-up Interview


Explores candidate’s availability, commitment level, and understanding of responsibilities in more detail.


C. Final Interview


Candidate-led discussion on PKTF functions to ensure mutual understanding of expectations.


VII: Administrative Leave Policy


All Liaisons are credited with Administrative Leave regardless of active service status or training participation.


Administrative Leave ensures recognition for contributions while allowing time for rest.


VIII: Networking Objectives


A: Relationship Building


Establish rapport with local, state, and federal law enforcement agencies to facilitate mutual understanding of jurisdictional boundaries.


Maintain open lines of communication to address potential jurisdictional overlaps or conflicts.


B: Operational Integration


Work towards seamless integration of militia services into broader emergency management frameworks.

IX: Future Goals for PKTF - Assembly Liaison Program
