Why Every State Needs Recognized Points of Contact for Effective Peacekeeping Task Force Service, Continental Marshals Process Serving, and Public Accountability
Introduction
Every disaster—whether wildfire, hurricane, flood, or industrial accident—unfolds within a county, making the Soil Jurisdiction Sheriff (County Reeve) the indispensable authority at the heart of every lawful response, investigation, and enforcement action.
However, the effectiveness of the Peacekeeping Task Force (PKTF)—operating as a service arm of the Federation of States—depends critically on the presence of PKTF-Assembly Liaisons at both state and local levels, as well as other vital roles such as the Marshal-at-Arms and the Assembly Militia Commander. Without these recognized points of contact, the PKTF and the Continental Marshals Service face significant challenges in fulfilling their service obligations, particularly in process serving and enforcement of Assembly findings.

Recent events—including the 2025 Los Angeles wildfires, the Paradise, California wildfires, Hurricane Helene in North Carolina (September 27, 2024), the July 4th, 2025 Texas flood, the Maui wildfires, and the East Palestine, Ohio derailment—demonstrate both the necessity and the current deficiencies in this system.
I. The Critical Network: Key Roles in Disaster Response
Central Players
Soil Jurisdiction Sheriff (County Reeve):
The chief law officer and guardian of the county, central to all incident response, investigation, and enforcement. Notably, no known Soil Jurisdiction County Sheriff is currently recognized in any of the impacted counties discussed here.
PKTF-Assembly Liaison (Point of Contact):
The essential bridge between the State Assembly and the Peacekeeping Task Force, responsible for communication, information transfer, and service recognition. Maintains updated rosters and State Assembly Militia capabilities prior to, during, and after each incident.
Marshal-at-Arms / Sergeant-at-Arms:
Typically the first point of contact to the Federation through the Peacekeeping Task Force, as part of the recognized PKTF-Assembly Liaison Team strategies. The Marshal-at-Arms initiates contact with the County Sheriff (if available) and the State Assembly Militia Commander to begin emergency service operations. This triggers the entire process and allows PKTF to begin interfacing with all known and available de facto law enforcement, State of State emergency dispatch services, and neighboring State Assemblies for logistical support if needed.
Assembly Militia Commander:
Leads local volunteer units, coordinates with the Sheriff, and ensures Assembly readiness.
Continental Marshals Service:
Enforces Assembly decisions, especially in removing culpable corporations or agencies. Cannot engage in process serving or enforcement of findings from Jural Assembly investigations unless all other critical roles and communication channels are active and trained, or in the process of training.
Peacekeeping Task Force (PKTF):
Provides technical, logistical, and forensic support, but its service responsibilities become extremely challenging and delayed in reaction time when such elected or appointed people are not accountable or available at the time of need.
II. Case Studies: The Impact of Assembly Liaisons and Local Authority
A. Los Angeles Wildfires (2025)
Counties Impacted:
Los Angeles County and surrounding areas.
What Occurred:
Severe wildfires caused mass evacuations, property loss, and environmental damage.
Assembly Response:
No known Soil Jurisdiction County Sheriff, PKTF-Assembly Liaison, or Assembly Militia Commander was present in the impacted counties. PKTF’s service responsibilities were extremely challenged and delayed, with no Assembly-led investigation or public reporting; external agencies (e.g., FEMA, utility companies) dominated the response and accountability process.
B. Paradise, California Wildfires (2018)
Counties Impacted:
Butte County (Paradise, Concow, Magalia).
What Occurred:
Catastrophic wildfire destroyed the town of Paradise and surrounding areas.
Assembly Response:
No known Soil Jurisdiction County Sheriff or PKTF-Assembly Liaison at the time. PKTF’s ability to assist was severely limited, and the Continental Marshals Service had no process to serve or enforce findings.
C. North Carolina, Hurricane Helene (September 27, 2024)
Counties Impacted:
Western Appalachian region, including Asheville, Swannanoa, Spruce Pine, Chimney Rock, Montreat, Lake Lure, Buncombe County, and others.
What Occurred:
Hurricane Helene made landfall in Florida as a Category 4 hurricane on September 26, 2024, and by September 27, its remnants brought catastrophic flooding, deadly mudslides, and record-breaking rainfall to western North Carolina. The disaster resulted in at least 107 reported deaths in North Carolina, destroyed tens of thousands of homes (with more than 9,000 in Buncombe County alone), and left thousands displaced, making it the costliest natural disaster in the state’s history.
Assembly Response:
Only one PKTF-Assembly Liaison-in-Training was present at the time, not yet authorized by the General Assembly to serve as an official communication point. There was an elected Assembly Militia Commander who assisted logistically and with accountability information, but no recognized Soil Jurisdiction County Sheriff in any of the impacted counties.
PKTF’s service was challenged and delayed, and the Continental Marshals Service could not engage in process serving due to missing roles and communication.
Operational Details:
The absence of a fully authorized PKTF-Assembly Liaison and lack of a recognized Sheriff meant that PKTF could not deliver timely or comprehensive support. The Assembly Militia Commander’s logistical assistance was valuable, but the lack of a formal communication and command structure limited the effectiveness of the Assembly’s response and delayed PKTF’s ability to coordinate with de facto law enforcement and emergency services.
D. Texas Flood (July 4, 2025)
Counties Impacted:
Harris, Montgomery, Liberty, and surrounding areas.
Assembly Response:
The Texas Assembly had at least one PKTF-Assembly Liaison and a Command State Border Service within its Assembly Militia, allowing PKTF to receive timely, accurate information for situational awareness and reporting. However, there was no known Soil Jurisdiction County Sheriff in the impacted county.
Result:
PKTF was able to assist partially, but the absence of a County Reeve limited the full scope of lawful authority and on-the-ground coordination, making process serving by the Continental Marshals Service incomplete.
E. Hawaii (Maui Wildfires, 2023)
Counties Impacted:
Maui (Lahaina, Kula, Upcountry).
Assembly Response:
No known functioning peacekeeping service offices or PKTF-Assembly Liaison. PKTF’s service responsibilities were extremely challenged and delayed, with no Assembly-led investigation or public reporting.
F. Ohio (East Palestine Train Derailment, Feb 2023)
Counties Impacted:
Columbiana and neighboring counties.
Assembly Response:
No Assembly Militia Commander contact, no PKTF-Assembly Liaison, and no Soil Jurisdiction Sheriff in the impacted county. The PKTF’s service responsibilities were extremely challenged and delayed, and the Continental Marshals Service could not engage in process serving.
III. The Essential Role of the PKTF-Assembly Liaison and Marshal-at-Arms
Marshal-at-Arms / Sergeant-at-Arms:
As the first point of contact, the Marshal-at-Arms is crucial for initiating the emergency response process. They connect the PKTF-Assembly Liaison Team with the County Sheriff (if available) and the State Assembly Militia Commander, setting the stage for all subsequent operations.
PKTF-Assembly Liaison:
Maintains updated rosters and State Assembly Militia capabilities, ensuring that the State Assembly is recognized as the Land and Soil Jurisdiction authority for each incident, enabling PKTF to provide timely reporting and support, and facilitating lawful investigations and the publication of findings.
Continental Marshals Service:
Relies on the prior work of the Jural Assembly, Litigation Committee, and all communication channels being active and trained. Without these, the Marshals cannot serve process or enforce findings, making their international service functionally unavailable until these gaps are filled.
IV. The Reality of Current Deficiencies
No Soil Jurisdiction Sheriff:
No lawful authority to coordinate response, oversee investigations, or enforce Assembly decisions in any of the impacted counties.
No PKTF-Assembly Liaison:
In most states and counties, the absence of a recognized Point of Contact means PKTF’s service responsibilities are extremely challenged and delayed.
No Assembly Militia Commander:
In several states, no organized local volunteer force was available for rescue, relief, or accountability.
No Interim Marshal-at-Arms/Sergeant-at-Arms:
No security or enforcement presence for Assembly processes.
PKTF Directorate Staff Limitations
The Directorate Staff of the Peacekeeping Task Force is physically unable, nor authorized, to directly participate in these functions without the collective cooperation of all available Federation-recognized American State Nationals and American State Citizens. The PKTF Directorate Staff can, at best, assist directly with their own State Assembly Militia if and when needed, and only as a matter of convenience and demographic location, serving as interim PKTF-Assembly Liaison when no other Federation Point of Contact is available for their State or County Assembly peacekeepers.
V. Call to Action for All Land and Soil Jurisdiction State Assemblies
To every Land and Soil Jurisdiction State Assembly and Union State Assembly at the County level:
If you do not have, or are not in the process of establishing, a Public Safety Committee (Standing Committee) within your State General Assembly, you are missing the opportunity to harness the full effectiveness of the Peacekeeping Task Force and the Continental Marshals Service. Without a recognized Point of Contact with the Federation, your Assembly will continue to miss out on being recognized as the lawful Land and Soil Jurisdiction authority during natural and man-made disasters. This deficiency will persist as long as these roles remain unfilled.
For effective disaster response, investigation, and public accountability, every Assembly must:
Establish and recognize a Soil Jurisdiction Sheriff (County Reeve) in every county.
Appoint and maintain a PKTF-Assembly Liaison as the official Point of Contact.
Ensure an active Assembly Militia Commander and interim Marshal-at-Arms or Sergeant-at-Arms.
Form a Public Safety Committee within the State General Assembly.
Only with these roles filled can the PKTF provide service recognition, technical support, and lawful accountability for your State and County—ensuring that the people’s sovereignty is protected and public safety is truly in the hands of the people. Only then can the Continental Marshals Service fulfill its international process serving and enforcement obligations on behalf of the Federation.
VI. Moving Forward: Building the Network for True Public Safety
The collective network of Soil Jurisdiction Sheriffs, PKTF-Assembly Liaisons, Assembly Militia Commanders, Marshals, and Public Safety Committees is not a luxury—it is a necessity for effective, lawful, and accountable disaster response and investigation. The absence of these roles not only delays and challenges the PKTF’s ability to serve but also prevents the Continental Marshals Service from fulfilling its process serving and enforcement obligations. The recent Texas flood demonstrates the difference even partial Assembly infrastructure can make. In every other recent disaster, the absence of these roles left the PKTF and Marshals unable to serve to their full capacity, and the people without the full protection, transparency, and accountability they deserve.
Every State and County must prioritize the appointment and recognition of these key offices. Only then can the Peacekeeping Task Force and the Continental Marshals Service, as derivatives of the Federation, fulfill their service obligations—ensuring that every incident is met with lawful authority, coordinated response, and public accountability rooted in the sovereignty of the people and the Land, Soil, and Sea Jurisdictions.
