As current reflections of the American States Assemblies weekly webinar series continues its vital mission of civic education and empowerment, the recent “Homecoming” episode from November 17, 2025, marks a significant turning point for the Peacekeeping Task Force (PKTF) and allied law enforcement and emergency services providers throughout the country.

Laying the Groundwork:

Challenges of 2024-2025

The preceding years have been characterized by the PKTF’s intensive effort to identify and map the actual Assembly status of each State of the Union—ascertaining where each State of the Union stands in its sovereignty reconstruction and Assembly function development. This foundational task has been the single greatest challenge to meaningful engagement with incorporated law enforcement and emergency responders.

Without a reliable barometer of state-level governmental and assembly progress, initiating productive cooperation with the myriad de facto service subcontractors—state and county police, State Guard, National Guard units, and other emergency response agencies—remained little more than an aspirational theory.

The 2024 and 2025 Liaison Training preparations reveal that prior PKTF activities honed in on understanding assembly reconstruction levels of their vertical development, so as to create a transparent, realistic operational foundation as the States of the Union neared official Standing.


Entering a New Era:

2026-2028 Projected Trajectory

The November 17 “Homecoming” episode, described as the most pivotal to date, unveils the PKTF’s transition from foundational mapping to full-spectrum interaction with the broad spectrum of de facto service providers.

This transition marks the commencement of a carefully phased project management plan through 2026 to 2028, designed for noticeable and gradual cooperation with contracted law enforcement and emergency responders.



The Peacekeeping Task Force will now formally acknowledge and interface officially, and in mutual service respect with:

All Overt Emergency Service First Responders and Observers.

• - Federal Contractors that provide incorporated American law enforcement services.

• - “State of” De Facto Overlays including State Guards and National Guards, noting their differing scopes and authorities—where the State Guard operates primarily within the State of the Union jurisdiction upon State, Land Jurisdiction authority, while the National Guard has limited Federal activation capabilities, forming a crucial bridge between de jure State and defacto Federal subcontractor responsibilities simultaneously during forward momentum at this time.

• - County and Municipal Police as augmented Law Enforcement entities operating with limited mandated authority and jurisdiction under duly elected Sheriffs; the Sheriff’s office remains the constitutionally grounded, people-originated agency responsible for local law enforcement and public safety. This opportunity also lends itself to the jurisdictional reality that a Constitutional Sheriff and a Soil Jurisdiction County Reeve are, themselves, in a position to work together along jurisdictional divides as well. Just as do City Police and other Law Enforcement that is under the Municipal Sheriff, so too remains a working relationship between a Municipal, de facto Sheriff that works for the County Commissioner, and the difference between such Municipality and the de jure Soil Jurisdiction County Sheriff who stands answerable for them all and their subcontracted service capabilities - of whom these municipal emergency services stand under the jurisdiction of each County Reeve upon every American County.

• - Emergency Responders and Auxiliary Agencies contracted or deputized to provide services integral to public safety and crisis response.

Other vital sector service providers will be brought online where identified throughout the growth trend period to reflect this same effort as well.


Objectives:

Service Recognition, Reputation Restoration, and Mission Cooperation.

The effort seeks not simply operational integration but a broad restoration of service reputation and mutual respect.


The PKTF plans to:

Establish formal memoranda of understanding clarifying jurisdictional boundaries while promoting intelligence sharing.

Create secure communication frameworks and joint operational protocols as described in the PKTF's official operational manual, facilitating cooperation while maintaining sovereign jurisdictional partitions.

Develop shared training programs and deputization protocols to empower lawful cross-agency engagement.

Introduce technology integration measures—ranging from encrypted communications to geospatial monitoring during defense missions—to enhance coordinated responses.

Protecting the People and Their Assets.

The Peacekeeping Task Force’s cooperative framework emphasizes protection of both public and private assets, ensuring that Americans; both public and private, as well as their citizens’ lawful properties are safeguarded without undue interference or encroachment by any agency. This dual focus on defending liberty and property rights for all Americans, to include their same subcontractors who offer good faith services and a willingness to make service corrections where required while moving forward together in common cause was a recurring theme in the November 17 discussions and is a core principle of the manual’s operational guidelines.

Mapping the New Peacekeeping Landscape: County Soil Jurisdiction and Lawful, Legal Authority in America


Public Notice, County Sheriff Empowerment, and Emergency Communications Cooperation Amidst Federal Transition—A PKTFnews Update


Recent updates to the topographical map highlighting the American peacekeeping presence across all 3,142 American counties mark a pivotal development in the sovereign Land and Soil Jurisdiction framework that comprises the fabric of our nation-states.

Importantly, the map currently highlights data indicating American communications for emergency purposes across a growing spectrum of emergency services along the lines of all service providers previously mentioned—including local police departments, state police, FEMA, United States Marshals Service, and others. However, it does not yet reflect which counties currently have a deputy Continental Marshal assigned, though this detail will be added as additional emergency service cooperation data is supplied to the Peacekeeping Task Force by the Continental Marshals service.

Furthermore, there are likely several dozen more communication operators not yet represented on the map due to pending data updates from various counties across the 50 States of the Union. Anyone who owns or operates emergency radio and dispatch communications equipment but does not see their county reflected is encouraged to reach out to their dispatch training service provider in development and confirm that their local emergency network node is accounted for. The Peacekeeping Task Force plans to update the map again soon to include these communication ports as part of closing out the 2025 update cycle.

Similarly, counties that have asserted their lawful County Sheriff presence under Soil and Land Jurisdiction but do not see their peacekeeper noted on the map should contact the Peacekeeping Task Force promptly to ensure their lawful presence is acknowledged and documented in the next update. Near-future map revisions will also show deputy Continental Marshals assisting local Soil Jurisdiction Sheriffs, serving as international peacekeeping counterparts in alignment with traditional American practices similar to those employed by the United States Marshals Service today. The map’s purpose is to visually highlight all lawful emergency presence for each Land and Soil Jurisdiction, thereby supporting ongoing cooperation among current emergency responders and fostering community-wide peacekeeping awareness.

The presence of peacekeepers, recognized as matching the purpose and intent of the Public Notices issued by the Fiduciary Office in 2024, is critically important. A Public Notice that carries the weight of valid recognition but sees no one step forward to assume those roles leaves emergency service providers facing an unnecessary burden. Without a clearly identified peacekeeping presence, current de facto law enforcement agencies lack the starting point needed to initiate collaboration shortly after these notices have been published. This disconnect can hinder the establishment of proper emergency response interfaces, which are vital for coordinated actions during crises.

For example, if a natural disaster strikes a county with no recognized peacekeeper stepping forward, neighboring counties' de facto law enforcement and emergency services may have no choice but to delay coordination efforts, unsure who holds jurisdictional authority or how to share communication channels efficiently. This delay results in slower response times and a potential increase in harm to lives and property.

Similarly, in a complex manmade disaster involving cross-jurisdictional criminal activity or terrorism, an absence of recognized lawful, de jure peacekeepers creates confusion regarding command structure, law enforcement responsibilities, and life-saving intelligence sharing. This confusion can lead to operational missteps, failure to engage appropriate resources, and weakened public safety outcomes.

All current de facto law enforcement agencies have expressed to the Peacekeeping Task Force, and other affiliated sources have confirmed that their offices have indeed received the Public Notice published last year and have been actively making proper jurisdictional arrangements to shift transitional authority and cooperation where applicable in accordance with the Public Law concerning self-governing responsibility of the American people. Those who have voluntarily stepped forward in honor are helping protect their local and State Border Defense against multiple threat potentials.

Without reliable, tangible means—such as the Peacekeeping Task Force’s updated map—to verify the general presence of these lawful, legal Americans, local, State, and Federal agencies often faced challenges confirming or denying the actual peacekeeper presence beyond the Public Notice. This gap has posed difficulties in aligning outreach efforts and operational coordination. The Peacekeeping Task Force plays an essential role in bridging that gap by tying Public Notice acknowledgments to the physical presence and active participation of lawful peacekeepers across the American landscape.

This map and its ongoing updates mark a historic step in ensuring that emergency service providers—fire departments, EMS, sheriff’s offices, state patrols, federal law enforcement, and others—are continually informed of the growing peacekeeper presence as well as associated communication and dispatch capabilities. It supports a cooperative, jurisdictionally respectful, and professionally prepared emergency response network capable of addressing natural and manmade disasters with efficacy and lawful authority.


The American peacekeeping presence is no longer a theoretical doctrine but an evolving reality that significantly impacts how every level of government service and every sector of emergency response functions within their legal and lawful boundaries.

As more County Assemblies and emergency responders come online and are highlighted on the PKTF News map, all agencies can better align their service subcontracting priorities within the proscribed jurisdictional limitations.


This development fosters stronger cooperation, preserves community sovereignty, and prepares the entire country for greater resilience in times of crisis.

We very much look forward to welcoming more and more Soil Jurisdiction County Sheriffs as they step forward to declare peace beyond themselves, as part of the most pivotal first step in bringing lawful peacekeeping awareness to their nation-state assembly. The next logical step in this evolving service relationship is for more American Soil Jurisdiction County Sheriffs to step forward, become properly elected after having stepped forward, and then become recognized as meeting your de facto emergency service counterparts who are gladly expecting you.

SPARS 2025 Watch: Peacekeeping Task Force Expands Global Communication Readiness

Following the Peacekeeping Task Force’s (PKTF) initial public announcement regarding the unfolding SPARS Pandemic tabletop scenario, several readers have reached out seeking additional clarity on how the Task Force intends to participate should this exercise transition from a tabletop format into a real-time, live exercise—similar to the transformation witnessed during Event 201’s prelude to the CV-19 live phase in 2020.
 
The Peacekeeping Task Force appreciates this feedback and provides the following clarification and update.







 

Our Role and Operational Intent

The Peacekeeping Task Force’s contribution will remain lawful, transparent, and strictly informational. Our participation in any such live-phase exercise will emphasize truthful reporting, responsible public communications, and factual countermeasures against misinformation designed to distort or exploit public anxiety.
 
Our task force members—volunteers from across the Union States—operate independently and without external funding. This dedicated body consists of lawful Americans trained in independent research, field verification, and data analysis who rely on thousands of vetted sources to provide accurate information and life-saving situational awareness.
 
PKTF’s activities are fully voluntary and service-oriented. Our mission is not to create or manipulate any scenario but to ensure calm, clarity, and lawful order while helping reduce collateral damage caused by false or misleading narratives.
 

Upcoming Research and Investigative Focus

Ahead of the possible activation of the SPARS scenario, the Peacekeeping Task Force will release ongoing research and documentation uncovering the origins behind the university of the 89-page scenario script, its creators, funding sources, and related institutional connections.
 
Our research teams will provide verified information about possible other universities and key contributors responsible for producing the SPARS tabletop, including which foundations and think-tank networks financed the publication and how their participants have remained active in similar public health and communication simulation projects since 2017.
 
The forthcoming PKTF analysis will also highlight overlapping relationships between certain academic, pharmaceutical, and policy influence groups that have historically shaped international simulation frameworks. These revelations will help the public understand both the academic basis and strategic intent behind such recurring global wargame-style exercises.
 

Exposing Institutional Overreach and Synthetic Authority

One of PKTF’s key areas of focus will be examining the recent positioning and rhetoric of the World Health Organization (WHO) as it attempts to reassert global influence in shaping public health directives under the guise of emergency power.
 
Our assessment raises serious concerns that WHO’s anticipated emergency advisories or fictionalized announcements—if enacted under SPARS—would constitute overreach into sovereign national affairs. Such measures, though dramatized within a simulated framework, risk conditioning the public to accept binding compliance with mandates issued by unaccountable international bodies that hold no legitimate authority under the laws of independent Nations.
 
The Peacekeeping Task Force, in partnering with like-minded lawful organizations worldwide, intends to monitor and expose any such deployments of false authority in real time. Each coercive attempt to frame public compliance through fear or misinformation will be met with responsible public communication, factual data, and lawful counter-narratives to safeguard the natural rights of informed citizens.
 

Sixth-Generation Warfare and the Communication Battlespace

Having collectively experienced the CV-19 live exercise, it is evident that the SPARS scenario—should it activate—will deploy primarily sixth-generation warfare (6GW) tactics. Unlike prior forms of warfare, 6GW moves beyond physical battlefields and into psychological, cognitive, and social domains where communicational control is vital.
 
In this form of warfare, influence operations target public consciousness through algorithmic shaping of perception. Digital propaganda, selective censorship, and AI-moderated narrative control are used to steer opinions and conceal truth within carefully constructed information streams.
 
For example, an online network could artificially promote emotionally charged “emergency bulletins” doctored to simulate official medical announcements or create exaggerated crisis maps designed to generate panic. The goal is to fracture cooperative attention, saturate communications with contradictions, and force populations into disbelief or submission.
 
This is where the Peacekeeping Task Force’s mission becomes critical—to detect, analyze, and neutralize misinformation in real time while upholding clarity and composure among the public.
 

Coordination Among Trusted Communication Networks

The Peacekeeping Task Force will work in cooperation with at least six other trusted, unincorporated communication platforms, each responsible for cross-verifying information across regions and report clusters.
